The flamer is much much much much much ( much) better used with free aim. Even with the perfect mods and 25lvc it'll empty your AP in a second and the range is worse than melee in vats. The popularity of using them in vats was an absolute extreme outlier scenario. They aren't vats guns despite youtube, they just aren't.
I repair it to 150% because I don't have an endless stash box like others. However the condition bar on my particular enclave flamer is incredibly small. Different mods I would assume increase the condition bar size.
