There's a superb survivors mod, but it's janky as hell. As far as I know, it's the only mod that implements NPCs at any capacity. One of the best ones I’ve ever seen was called “SubparSuperiorSurvivors”. Unfortunately I uninstalled the mod and the creator made it private for some reason so it’s no longer listed.NPC mod should search for planks and nails, then, hammer and saw (unless inventory count is >0) and dissasemble closest furniture and pick up planks and nails.
