You can stick a new full length pencil down the plug hole to see if the piston goes up and down. Check the oil level and see if there is oil in it, and if there is, is it OVERFULL and smells like gas.

The motor was surging, so I bought a carb kit, used the ultrasonic cleaner to clean it, installed the carb kit, and reinstalled the carb (new plug, as well).
