I might be wrong but i think a later patch moved the stone to the cave you make your escape through, near a troll (so that the stone would be available outside of the embassy quest). Might be an unofficial patch for PC though but you might want to check. It's in the cave where the frost troll is right as you exit the dungeon.

After you locate a stone and have Vex identify it any later stones you collect can be counted 2-5 times if you spam the button as fast as you can during collection.
