I understand it as an addition not a multiplier. So at 100 fury it would be 500 damage + 10% damage of that 500 = 550. You're multiplying 0.1 PERCENT times your fury so the result is not 10 but 10% and 10% is 0.1. 500 x 0.1 is 50 and that's the additional damage in your example.
