To increase the overall levels of dinos, you have to use; OverrideOfficialDifficulty=10 to get level 300 dinos spawning in. The default setting is 1, and it increases the max level of wild dinos by 30 each level for each point you increase it with. In order to get it there though you also need to have DifficultyOffset=1.You'd have to use "LevelExperienceRampOverrides" and just add a bazillion lines. At 100% taming effectiveness you would then get a lvl 450 dino. I've read in the past that 450 is the hard level cap and that dinos at that level or higher will despawn on a server reset.An easy way of testing your levels is to just push your XP gain to 100x and the resource gathering to 50x, make a new spawn run and pick up/drop rocks and power level to see if it's going to the levels you added with the right xp requirements met.
