Yeah me too. A bit further around near Catfish Jacksons is also another good spot to find them flying and even sometimes on the ground. I searched here, the web, and youtube but can only find that it seems to be initiated in chapter 4, at the mayor's house in St. Denis, if Arthur saves Wasp from choking and he gives you his card.
