Well the intake heater is a grid in the intake manifold. There is a solenoid mounted near the top of the intake manifold. Check those connections and the connection at the grid. The ECM is not seeing the relay. Try disconnecting the main power cable for the relay instead. The relay will still work. Just no longer supply power to the grid heater.
