Alliances don't really mean shit in civ 6. If you want someone to help you in a defensive war you need a defence pact prior to the DoW. It's stupid especially when you want to defend a weaker ally but have to take the warmonger penalty of declaring the war. Alliances are "just" non-aggressive pacts.
