Ah, so through TreasuryDirect only then. The good news is I don't believe you actually need a medallion stamp. A signature guarantee should be sufficient and is easier to obtain. It is a step up from a notary, but less than a medallion. I know that both Bank of America and Wells Fargo offer them, but City, Chase, etc. probably also do.
