We use the first fugen at wave 3 to clear the wave instantly/half of it if theres 2 in that before apex spawns. With the apex spawning, you should be at fortress level 8 or so with it reaching 9 halfway in/start of the fight, thats the fugen you use in the apex fight and near guarantees 1 wyvern ridable monster.
