This means both valves closed and piston moving air out the spark plug hole. Then you go 1/4 inch past TDC. That's what briggs says. You can go 1/2 even 1 inch. The exact 1/4 inch past of piston moving down is not that critical.

Thanx. In order to adjust a governer you must first know how it works and weather or not it need adjusting. When you put the engine under load the governor should advance the throttle perhaps to full depending upon the extent of the load. Remove the rubber vacuum hose at the base of the carburettor and attach a vacuum gauge. Turn the idle speed adjustment screw slowly until the vacuum gauge reads around 1750rpm with the engine running smoothly. Remove the vacuum gauge and reattach the rubber vacuum hose.
