Turn the motor off and then turn the key on and it shifts fine, of course by rocking it back and forth. tried 4-5 times with same result. If the shifter gears were gummed up it would seem it wouldn't shift with the engine either on or off. Once it warms up a bit it seems to be fine.

It can be the shift motor! Mine was stuck between 2 and 3. code 22. could not manually shift it (locked in place). Turns out that if the shift motor stops in between gears (could be because the angle sensor shut it off coming down the ramp) everything locks in place. Simple fix is to remove the shift motor.
